Rendered Blockwork Garden Wall Supporting Decking

I have had an idea to build a blockwork wall to support one end of decking in my garden, would it be possible to also fill the cavity with soil to enable planting in the top of the wall ?
I was planning to render the external face of the wall.

NickSw,
You will need to use concrete blocks and line any cavity with plastic sheeting to retain/control moisture. I would not recommend you render the wall - it will come off with frost action.
