Repairing Stiff but now Seized up tap

Hi guys

We have a hot water tap which got stiff and after about a week seized. It let out a little water when turned on but now nothing. The tap (top of picture) can still be turned, just. Is there something I can loosen or has something inside perished?

Any advice appreciated!

sounds like the tap is dead or the washers gone
does it have an isolation valve under the sink for the hot water if so turn it off
other wise turn off the water and drain by running the the tap until it stops.
use a adjustable wrench to take the top off the tap
