Replacing Flat Roofed Garage - Can I use Wickes Unerlay Felt?

Flat 32ft long x 10ft wide classed quite funny as a double garage but use it as a workshop. The fall is in the length not width. Existing rafters 5 x 2 with, spaced at 10ft, cross supports 6 x 2.5" |(3 in all on 32foot run) this should present no problem with extra weight as all timber in sound condition. Someone should have kicked ******* when planning accepted chipboard roofing knowing it goes like cardboard when wetted.

Can't afford the estimates, cheapest was £1,200, to board over existing after removing the lose stones first and two layers of felt. Complete remove existing chipboard re-board with OSB fibre board and two layers of felt £2.200.
So can't afford prices like that so son in law is doing it. Now for the question after the sob story. Wickes traditional under lay felt can that be used as its cheaper than the green cap sheeting. Why well as said cheaper and its going to be covered by stones anyway so for appearance purpose the green seems pointless.
