Retaining Wall Below Ground for Wild Life Hide

I am using medium blocks for a retaining wall which will be approx. 3ft in height below ground for a low level wild life hide. It will sit on a damp clay surface. I am going to do a small 3inch base footing base before the wall is this sufficient ? The hide walls after the first brick layer will be tanked with a membrane. The floor will be the next project after this again will a 3 to 4 inch floor base be ok with tampered hardcore base Thanks
