Section 106 Advice Required on Converting Shop into Flats

Help, I am going round in circles.

Short version. Bought a shop in the 90's which has been empty for 10 years. Decided that to at least get money back I should convert to 7 flats. Permission is on the verge but they have now said I need a section 106 in pace before they give permission.

In order to do this either the mortgagee must sign 106 (which he won't) or I can pay the £30k up front, which I can't.

I have also read elsewhere they cannot fail permission based on a 106 not being in place ?

Any ideas please ?
