securing floorboards from the flat below by removing ceiling and accessing joists

Help!
Could anyone provide some advice for me on how to secure the floorboards from the flat above please, by removing my ceiling accessing the joists and boards from below.

On top of the victorian floorboards is a layer of green fibreboard, and on top of that some chipboard. I believe that the chipboard isn't screwed down properly into the floorboards and/or the joists.

Would anyone out there be able to advise on how I can tie the chipboard to the floorboards by screwing up form below please?

Of course, I am aware that doing it from the flat above by lifting the carpet would be far easier, but this isn't possible unfortunately.

you can use sprayfoam, that when set, will adhere to the boards and joists
