seized tap?

Can anybody help.
I have checked all the help bits and can't find the answer.
I didn't have a leaky tap in the bathroom it basically stopped working. With my limited knowledge I assumed it was something to do with the washer. I replaced the washer and hey presto, the problem seemed solved...for a few days. I have now replaced the washer 3 times. It appears the washer is breaking down. The tap does not leak, it just doesn't work. The handle/knob will turn, a little, but no water comes out. The handle appears to meet resistance and I don't want to force it.
