Shimming Chipboard Flooring to Level After Replacing Floorboards

I am replacing floorboards (nominally 22 mm thick) with chipboard (nominally 18 mm thick)
I was expecting a 4 mm height difference which I was going to compensate for with 3 mm harboard (1 mm difference to be absorbed by underlay)
in fact the height difference varies from 1 mm to 3 mm so I am looking for various thickness shims to compensate any ideas?

Try fixing new timbers to the existing joists rather than shims to can fix the new timber to the exact height you want and levelthe floor
