Should Power Flush be Done With Lockshields Fully Open?

This is my first post on the forum, so welcome everyone!

I have recently got power flush done on my open vented, 9 rads central heating system. It was done by the plumbers.

I have read recently that power flush needs to be done on fully opened lockshield valves. The plumbers did not however open the lockshields (they didn't touch them at all, some of them are only open quarter turn).

The question is, was the procedure effective in this case? I am afraid I have just wasted my money, but they say it was done correctly. Can somebody advice would leaving the lockshields as they were make the procedure ineffective?

I would be most grateful for an answer.
