should service valves be fitted to basin and sink pipes

We check numerous plumbing systems for new houses and find that some developers fit service to inlet pipes for hot and cold feeds to taps and some dont, i have found that the water regulation state that there should be fitted service valves to minimise the drain down so that water isnt wasted, what is correct and where does it state this reg
