Small Front Garden Drainage Issues

Hi, I'm not sure if this is the right place to post but wondering if anyone can offer advice.
I live in a midterraced house and have a small front garden paved with small bricked in flower beds. I'm having a problem when it rains heavy with water pooling. I don't have a down pipe in my boundary that goes into my neighbours garden. With the garden being about 4m x 2m approx I don't have any option for a soakaway and our garden is already a smidge lower than the pavement. I intend to strip the front garden of its slabs under the window but is there anything I can do to improve drainage.
