So why would you remove radiators?

Just moved into a new house with loads of work to do but one thing that is intriguing me is this: why would you remove radiators from a working central heating system?

Basically, about half of the radiators are present, and most of these work, but about half have been removed completely with only the connections still visible, coming out of the floor. I am now trying to work out whether I can start this working fully again, or whether I should just start again...

Any ideas? Thanks

how long is a piece of string? Sorry but that is an impossible question to answer.
