Soil stack ventilation pipe open to air and roof ventilation tile

Building regulations state a soil stack ventilation pipe open to air should finish at least 900mm above any opening into the building within 3m. Does a roof ventilation tile connected to a bathroom exhaust vent extractor constitute an opening into the building? The position of the vent tile is in the bottom third of the roof. Thanks.

Your soil stack must not be connected to any other system and should be well clear of your roof.
