Soundproofing Ceiling for Low Level Noise as Cheaply as Possible

I am looking for any advice on how to soundproof a ceiling from low level noise. I can hear my neighbours upstairs constantly despite them having carpet laid. They are awake until the early hours each night and I hear every footstep, conversation etc and cannot sleep as a result.

I am aware of the more expensive methods such as fixing specifically designed sound proofing boards, false ceilings and so on but due to finance would like to know if there is a cheaper alternative. I appreciate the sound reduction wouldn't be as good but anything to minimise the noise would be an improvement.

Would foam blocks as used in sound studios be worthwhile, otherwise would you have any other suggestions?
