standing water in old coal cellar

hi ,just discovered that there is standing water in an old coal cellar the problem is the stair well down to the cellar is boarded over and was used as a lobby ,without having yet consulted a tradesman i wonder what my options would be ,could i fill this with concrete and continue to use this as a lobby or would i need some kind pf permanent pump putting down there.many thanks :idea:

Chances are that you will a permanent pump installed.
