Stripping wallpaper off a new-build flat

HI,
I am stripping wallpaper off my bedrooms walls. It's a relatively new flat (5 years) and the flat was the show home, so the paper has been on there from day 1. Now that I am steaming it off, I cannot see exactly what layer I should be stopping at! After the paper comes off there appears to be the underlayer of paper, but then it's a sort of brown paper under that and some of that is coming off slightly too. Not sure if I'm at the plasterboard or am now into it! It's like rubbing sunburned skin. I am planning to paint the walls. Can someone give me any tips on what I should be doing, as I've not got a clue, and my girlfriend is going to go mental.

Stop! You are into the plaster board. For the best no hassle job just paper or emulsion over the existing surface. It will look fine.
