Depends on make. Some have a copper strand under the braid and easy to sleeve and connect to earth. With others though one has to push back the braid tease open a hole and pull the flex through it then careful elongate the braid again to make it thin enough to connect to earth. Not so bad with Commando type blue plugs where the hole in earth pin is larger than rest but near impossible with a 13A plug.
It will also depend on size of cable. A 1mm sq cable has diam of 9.5mm which will not fit in most 13A plugs so the clamps will grip outer so not really suitable for 13A plug.
