tepid water to shower and bath

Hi
Moved into a new flat in Sept which has vaillant combi turbo max boiler for the heating and hot water. When we moved in, the hot water to all taps and the shower was wonderfully hot. Over the past 2 months first the shower started running tepid, then the bath, now the bathroom basin, we still have very hot water in the kitchen. The boiler has been checked and would appear to be working fine as is the central heating, but we are unable to improve the hot water to the taps situation and I live in fear of losing hot water all together as the condition seems to be progressive!
Anyone able to help? The boiler thermostat has been turned up high, should we turn it down a bit? A plumber who came to take a look thought maybe it is the thermostatic valve on the shower, but why would we be losing the hot water to the other taps?
