Thermostats Missing on Rads in Downstairs Hallway and Bedrooms

Hi there,

I am currently renting a property and there are thermostatic valves on most of the radiators in the house. The exceptions are the radiators in the downstairs hall and one of the bedrooms. I'm not sure if the thermostatic valves have been taken off these radiators - I am attaching a pic of the radiator and also where I would expect the valve to go.



Can anybody tell me if a thermostatic valve could be fitted to this radiator? If not, could you please advise if there is any way to turn the radiator down, as it currently seems to be on its highest setting and I'd rather it wasn't in use in order to save money.
