Toilet Water Levels in Toilets in new Property

Hi,
I've just moved into a house that has high water levels in the toilets. One flushes properly - eg, water/waste drains away and then the bowl refills with clean water. However, the other doesn't drain, but the water fills to the rim and then drops back to the normal level (which is quite high for UK). I have flushed the pipes so I know it's draining properly but how do I get it to empty before refilling with clean water?

Any advice much appreciated. x

High water in the bowl is usually caused by waste blocking the pie or a problem with the ball cock mechanism. Have you tried a plunger and toilet unblocker? If that does not work then take the top of your toilet water tank and try adjusting your ball cock to stop the tank filling so much between flushes.

I don't think the pipes are blocked as I've put gallons down without a problem. I'll try the cistern and see how I go, thanks for coming back.
