Top hinged double glazed window no longer closing

I have a small top hinged double glazed window that it no longer closing. I can see that on the left hand side (from inside) is catching at the very top and the top pointed part of the hinge is approx 2mm to the left of where I can see the historical rub mark is. If I lift that sides bottom corner from outside as I close the windows then the window closes OK. So it appears that the window has dropped on the left for some reason.

The question is how do I fix it and/or make an adjustment? If tried undoing the screws on the rail fitted to the frame and then re-tightening them whilst pushing the window up, but this hasn't made a difference.

I just can't see how I make an just to lift the bracket on the left

There is no adjustment you will have to replace the hinges.
