Towel Rail

I have a brand new underfloor heating system run from a Baxi Megaflow HE system. Everything seems to be working fine except for one of my towel rails.

The flow is hot but the rail is luke warm. I have bled it but that isnt the problem. The other towel rails are working fine.

Can anyone help I am sure it is easy but I cant think what to do.....

Is the system balanced correctly? try doing that to force more water into the radiator.

I will check the balancing but the flow is hot! I thought maybe the pump wasnt functioning properly but everything other than three towel rails is underfloor (upstairs and down) and only one towel rail has this problem......It has previously been hot in the summer! It doesn't have a thermostatic control on it so it is either on or off though so hot or cold.

Thanks for the tip though. Any other suggestions welcomed.
