tube installation problem

I'm putting in two new tube's into my garage however one of the them was removed a long time ago but now I have replaced it. The garage has two switches, one on the LHS of the internal door and one on the LHS as you walk in to the garage. Both switches should operate both tubes. I've drawn an image of my setup in paint, hope it makes it clearer. The problem I have at the moment is not being be able to get everything working correctly. I have succeeded in keeping the furthest tube light nearest the garage door on permanently but nothing else. I can't figure out the correct configuration. Especially with the first tube nearest the internal door which has four cables coming into it so four black/neutral, four red/live and earth. Seems from the setup a different type of wire exists between the two switches which has red/blue/yellow wires. As per the diagram the yellow wires attach to the common terminals in both switches. It would seem that the power comes into switch one which is where the incoming power connects to the common. Both switches have three terminals on L1/L2/COMMON.

Don't seem to find your images, so need more explanation. Do the two lights(tubes) operate off these switches as a two way with both lights comimg on and off at same time or do they operate as two seperate lights.
What terminals are on fitting.

Do you have other eqiupment hooked up to this? as seem to be a extra Twin & Earth?
The princibles are you have two way switching at switch plates that looks okay.
Tube 2;
straight forward Black Neutral in to neutral terminal on fitting and Red Line on to live/line on fitting earth to earth terminal.
Tube 1;
All earths to earth terminals;
So now you have Four pairs of Blacks and Reds
A Pair is suppling the incoming Live/Line(red) and Neutral(black) to the fitting
A Pair are suppling Live/Line and Neutral to next fitting (this is the other end of cables at tube 2)
Then we have a pair Live/line(red) and Switch wire(this will be black but not a neutral, should be flagged with red sleeve or tape)) the Live/Line will supply power to the switch and return to fitting via switch live(black) This will be the Red and Black pair at switch 1.
We need to indentify these before we can get you out of the dark!
As I can only see that both lights will come on at same time and there is something else on circuit as a spare T&E.
So parallel connection across light both tubes(lights)

Need to know terminals on fittings, do you have multi/voltage test meter, and is there something else on the circuit ie fan/heater etc...

Cant find your diagrams either, could be a 2 way or 2x 1 way and the 3core and earth doesnt help, as this could either be for a 2way switching both lights or 2x1way switch lives.
If one light is permanently on, you have got a permanent feed to it, it will be one of the reds to it.
HTH but without seeing diagram it is difficult
