UPVC Door Dropped on Hinges and Hard to Close and Lock

Hi,

My friends front door has started to catch on the metal catch plate for the locking mechanism on the bottom frame, which is making it difficult to shut and lock the door.

I've attached a picture of the top of the hinge which has a bolt that an Allen key fits.

Does anyone know if this is to adjust the hinge and lift the door back up?? If not, does anyone know how to adjust the hinges?

at the side of the hinge, there should be a hole. Not the top or bottom.
insert a 4mm allan key into it and turn it.
I am assuming it is a flag hinge.
