Valves Gummed up?

I have several water supply valves which don't turn off.

1 Two 50 gal tanks in loft with outlet 22mm valves (brass). When I turn them fully off (they go all the way) water still comes out of the bath tap (not mains). Is there a quick fix? I would need some sort of bung to stop the flow in both so i can undo them. Note both tank outlets feed to the same down feed so I can't just turn one off.

2 There are two 15mm valves near my hot water tank. Both are stuck. Any ideas how to loosen them?

I have a very scaly water supply so I guess thats the problem.

Hi omits,
Try removing the handles and then using mole grips direct on the shaft. Keep rotating the shaft backwards and forwards to free it.
