Volume of Hot Water in Immersion Heater Seems a lot Lower

I have a very large water tank with two immersion heaters.
This winter the volume of hot water seemed a lot lower.
I called in a well established plumber (we live in a small town he would not survive if no good)
He said the re see button had popped this apparently happens sometimes.
As a trial he set the button again but as there was no change came back and changed the part.
Still no change.
He said they now only heat to 60 degrees
But it is not the temperature which is the problem it is the VOLUME of hot water
Any ideas?
I thought perhaps it was the cold weather now it is Spring the water is hotter
But we are on economy 7 and I am having to use the override button most days
Two showers or one shower and wash up NO MORE HOT WATER
