water meter accessibility

hi all,

I need some help and info. The problem: my water meter is in an awkward place, it's where i plan to put a cupboard.

I have no plans or want to move it but i've been told that i cannot fit two cupboards in the corner of my kitchen because the water meter would be inaccessable.

Please can anyone tell me the Building Regulations in such circumstances, as precisely as possible. I need to know the how to get my kitchen cupboards in place without moving the meter, like having an access panel cut into the side of a cupboard to allow for access
