WC cistern repair

I have the type of dual flush cistern that has a divided button on the top. Something in the cistern must have worn (although it is not very old) as there is a slight but constant amount of water running into the WC pan. I would like to investigate this but the top of the cistern seems to be locked on by the flushing button. How do I release it please?

Fafat,
There is something stuck under the rubber seal at the bottom of the plunger. The push buttoms will either lever out giving access to a screw underneath of the bezel will unscrew.
