Weak shower pressure and soft shower spray

I've got 2.2 bar where mains enters house and 1.8 bar at showerhead.
The shower spray is weak though. Its takes along time for my wife to wash and rinse her hair. The spray is more like rain than a mains pressure hot and cold shower.
Is 1.8 bar a reasonable pressure to give a powerful shower?
Is a 0.4 bar pressure drop between ground floor and first floor normal?

I've got mains pressure hot and cold water, so, I've been told, can't have a booster pump installed.

Assuming that 1.8 bar is good enough, any suggestions what is causing the 'soft' shower spray and if anything can be done about it?

That's a pretty good pressure, but you haven't said what the shower is, or what is heating the water.
Never the less, the first thing that comes to mind is a simple one, the shower hose, some have a very small internal bore. It's worth a look.
So, what exactly is the shower ? What is heating the water ? How have you measured the pressures, was the shower running at the time ?
