Wetroom Underfloor Heating in new Build House Extension

I am trying to decide on how I should proceed with my electric underfloor heating project in my new build house extension wet room. I wish to install the heating solution myself to keep costs down.

My floor has not yet been laid but the builder who is undertaking it is laying concrete sub base, 100mm thermal foam insulation board then 75mm sand cement screed. I wish to tile the floor.

I can see that there is a considerable higher cost of the ready made mat kits compared to the loose cable that can also be purchased, even after you purchase the programmer and probe, but I cannot see much of an advantage other than the mat is ready laid out on the backing unless it is more suited to my application?

I could ask the builder to install the cable but he doesn't have experience of it and would want to get a specialist in.
An ideal solution would be if I could lay the loose cable direct onto the 100mm insulation just before the builder screeds the floor.
Can these heating cables be laid like that?
