why is nothing simple

the plastic washer on my basin has split but on the tap connector there is no service valve on the pipe so i went to the hot water tank found the right gate valve for the hot water turned it off but it did not shut off the hot water supply so i guess the gate tap is not working what can i do i am guessing i need to turn off at the mains coming in and drain the tank down ? do i need to turn the central heating off if i do this and the heating for the hot water tank ?

Turn your heating off ... turn your mains off ... drain the system down.
Replace your gate valve. Personally I would fit a full bore valve (either just above or below your existing gate valve) as these dont sieze.
Then when you are in your plumbing mode ... fit some service valves on your supplies to your taps.

I often go to do plumbing jobs and the biggest challenge is turning the water off..!
