airborne & impact sound insulation tests failed

Tests results for the floors between my 2 flats are as follows:

Airborne Floors 40.37 (min. pass 43)
Impact Floors 69.72 (max. pass 64)

I would be grateful for any advice on how to achieve the pass rates. As the amount I failed on seems to very close to the pass rate I wondered if something like Technics 6 matting would achieve this.
