Attaching Decking to Cement Plinth on Side of House

I’m planning a raised decking project with one side attached to the house. Our 1930’s home seems to have a cement plinth as its damp proof course. Is it okay to drill into this to attach the decking support? And to comply with building regulations have the decking 150mm below the top of the plinth?
