Brown tar under paint

Hi

I am trying to strip my skirting boards back to there original wood (house is Edwardian), however under the several layers of paint there is a layer of what looks like brown tar, paint stripper doesn't help can anyone suggest anything.

Hi,
The only way to get this horrible stuff of is by using a blow torch,hold the torch about a foot away from the brown stuff! and then take it of before it burns your wood,leave to dry out for about 1 minute then scrape and it will just flake of easily.
