cheap alternative to grass

hi,
Can anybody help me I have a small garden and even a smaller wallet.The garden is 4 meters by 4 meters with just soil which all the local cats use as a toilet.I tried growing grass with no luck.I looked at decking which is to expensive as I am on a pension and live alone so I would have to employ someone to do it.Is there anything I could buy in a diy store just to cover the soil and make it look presentable with not much maintance.

My parents had the same problem with their dogs. They sorted it out by getting rid of the grass then digging it up by about 20cm. They then laid down ground sheets and then covered it in slates/large stones. They then placed some pot plants on top of the stones
