cold radiator after fitting stats

After fitting rad stats to all but one rad I now have that one rad cold it was not so before fitting stats

You mean TRVs I'm guessing.

Is there air in the affected rad?

Is the lock shield valve open?

Is the TRV sticking shut?

Is the trv stuck unscrew the top and push the pin to make sure its free, you should be able to move it with your finger.
