Converting large window into a door

I live in a ground floor flat (Victorian conversion) and have a large double-sized window in the rear of the property I want to turn into French doors from my kitchen onto the deck.

The window extends from ceiling height to about 2.5 feet from the floor - it already contains a replacement window (done prior to me buying the flat).

I want to turn this into a door (which in effect means knocking out just 2 feet of brickwork). Yet my local council insists this still requires planning permission.

Seems daft - can anyone advise?

Sometimes you do sometimes you don't!
Will have to comply to building regs and fire regs (fensa or council certs)
If you speak to your Local building controls officer they should be able to help.
