Emulsioning over ceiling cracks

Our emulsioned ceiling has cracks of various widths (hairline to small) probably where joints in plasterboard occur and plaster skim has fallen out. Tried a number of things to cure problem to get rid of cracks but they either reappear or when filled with polyfilla and sanded the filler comes out when a new layer of emulsion is rollered on. Tried routing out cracks to take a greater depth of filler but made problem worse. Is there another way of repairing the cracks that will be longer lasting and give a reasonably good finish.

Hi
we have just had a plasterer look at our lathe and plaster ceilings that have lots of cracks apart from reskimming the other thing he said is to apply decoraters tape. I haven't managed to look into it yet but he reckoned it would cover a number of cracks to be able to repaint.
