Georgian Bars Rattling when closing window & Doors

Hi,

I've recently had new windows fitted to the house with Brass Georgian Bars added, Every time I close window or door you can hear the georgian bars rattling. I've contacted the supplier and they stated that its a common fault with brass bars, however he did say that with white plastic bars they have a centre piece to prevent vibration. Would you be able to confirm if what he said was true. Would you also know who I could contact to take this dispute further if they ignore my request.

Also I've noticed that there is condensation build up in our bedroom windows, would you be able to confirm if this is normal.
