Hot radiator top cold bottom

I have a large bay radiator which is hot at the top but cold at the bottom.All other rads are OK & hot water is OK.

Try temporarily turning off some of the other hottest radiators. If afterwards, the radiator gets fully warm, then the problem is the system needs balancing.
