hot water pressure

i have a flat on the 16th floor with no gas, it was built in the 60`s, it has a cold water tank & hot water cylinder, the hot water pressure has always been rubbish but now i have changed the cold water tank (the old one was 40 yrs old) from 50 gal to 25 i took on the problem of low pressure.there are 3 outlets 2 in bath room & 1 in kitchen, the 2 in the bathroom were reasonable but the kitchen was unuseable the b`room runs on 22mm but it reduces to 15mm for the kitchen sio i decided to change it to 22mm now the pressure is even worse (does not work at all in the kitchen)
I am now wondering if there is a problem with the hot water cylinder or wether to install a shower pump or get a mains in hot water cylinder(as the cold pressure is very good) & do away with the tank completely what is the most cost efficient & easiest way to solve my problem thanks
