How can I paint over silicon sealer?

How do I treat the silicon bead around say a door or window frame before I can paint it?

I have tried painting over with emulsion but that beads up. Then I have tried using white primer and that does the same.
Have also tried adding PVA and washing Up liquid to break the surface tension, but neither work!

Whats the trade secret in dealing with this?
