how long till can paint and what best way?

hi,
i am currently having the whole of my house roughed then skimmed after renovation and was wondering how long i need to wait before i can paint the walls after the rough and skim?
also was wondering what paint would be the best? i believe i have to prime it with a couple of coats first then put my finish coat on. is this right?
