IMMERSION HTR TRIPS CIRCUIT BREAKER

Daughter rang to say when put immersion on last night, lost all electrics. Reset trip switch but each time heater switched on it tripped out again. Living in 14 yr old flat for last 3 years with no probs but poss needs new immersion heater ?? Does she call an electrician or plumber ?? Help please.
