Mains water pipe needs cutting off?

High,
Can anyone give some advice please. I have two water mains pipes coming onto the house.
One is used the other is dormant and the stop cock is turned off, but it still leaks. It is quite an old pipe, and a plumber who did some work for me reckoned it couldn't be sealed of, as it was an old pipe which parts were not made for anymore.
Surely there must be some way of sealing it of permanetly, the dripping has become pretty serious.
Any ideas?

there should be a stop tap outside, this will stop the water so that the pipe can be blanked or new stop tap fitted, if the external stop tap cannot be found, you can use freezing equipment to freeze the water and then blank the pipe off.
