I'm fitting a new door, do I use a 2.5" or 3" tubular latch

It all depends on what door furniture you are fitting. the shorter latches are fine with lever handles, but you will catch your knuckles if knobs are used. You can get even longer versions, Union make some with a 91mm body, giving a 71mm backset.
