New House Connecting Washing Machine with no Spigot?

I'm moving into a house that has space and plumbing for a washing machine to be installed near the sink.

The sink has a T-pipe before the trap and off of this T-pipe is a horizontal pipe about 50cm long and at the end has a 90 degree 75mm connector and that's it! No washing machine spigot. Just an open 75mm hole.

There is a bit of PVC pipe on the floor that looks like it could of just been left standing in the end of the 90 degree connector and then used as a (mini) standing pipe for the washing machine drain hose.

Can someone advise if this is even a safe way to do this? Never seen this before, always been standard standing pipe or sink spigot.
