    New neighbours porch - can they put pipes on our land>

    Hi, our neighbours are building a new porch - they are wanting to put some pipes onto our side (don't know what they are for, haven't spoken to them yet!)- about 2' or 3' down - this will be under our soil/plants. Are they allowed to put these on our side? many thanks.
