New taps too long!

Help! I stupidly bought some taps for my bathroom sink, the kind that fit into the wall not the sink, and they're too long to work with the sink. Every time I bend down to spit (after brushing my teeth or in disgust) I bang my head on the chrome bit that dispenses the water. The dumb cowboy builder (boy, did *he* ever leave me with problems, roof leaked, water's not coming out of the new shower, kitchen sink leaks, bathroom sink wall has nasty growing damp patch etc etc etc!) kept promising that he'd take them to a friend to get them shortened. What kind of "expert" can do that for me? I think (not sure) that the bits that screw in behind the wall will need to be cut, and re-threaded. Does that make sense? Otherwise I'll just carry on banging my head, might knock some intelligence into it. Thank you.
