Patches on New Plaster and Paint Flaking After Wall Skimmed 6 Months ago?

Can anyone please help identify what is causing this and any possible solution?

This kichen wall was re-skimmed about 6 months ago. There is nothing underneath except a solid brick wall. When the plaster was bear these patches would appear whenever the humidity was high in the kichen. I have since sealed and painted the plaster but it eventually loosens and flakes off like this. I never had any problems on this wall before.

try a dehumidifier on it, once all the moisture is gone and its dry paint pva on the wall to seal it

Thanks for that. Do you think it's moisture from the new plaster then? Why is it in patches like that? Everywhere else in the room that was plastered at the same time is fine.
